The two hundred and twentieth meeting of the Central Virginia Community College Board was held at 4:30 p.m. on January 20, 2016, in the Appomattox Hall Conference Room, Room 1114. Following the business session, dinner was held at the Crown Sterling Restaurant.

Approval of Minutes No. 219

 
On a motion by Mr. Marshall, duly seconded, Minutes No. 219 from the regular meeting of October 21, 2015, were approved as written.

PRESENTATION

Cheryl Cunningham
Radiologic Program Director

Ms. Cheryl Cunningham, program director of the Radiologic Technology program presented information about CVCC’s two-year associate of applied science degree. (The Board members were given several printouts of information including a marketing postcard proof at the beginning of the meeting.) She stated this two-year program involves six semesters of academic studies and coordinated practice in the radiology department to complete requirements for achieving professional certification through the American Registry of Radiologic Technologists (ARRT).  Upon completion of the curriculum, the graduate is eligible to apply for the National Registry Examination leading to certification as a Registered Radiographer. Ms. Cunningham stated successful completion of the course and the certifying exam will qualify a graduate to gain employment as a radiographer.  Graduates who continue their education with specializations in Computed Tomography (CT), Vascular Radiology, Magnetic Resonance Imaging (MRI), Diagnostic Medical Sonography, Nuclear Medicine Technology, and Radiation Therapy Technology, will have better employment opportunities. She reported CVCC is now offering CT and MRI specializations and hopes to offer the information technology specialization in the fall.
Ms. Cunningham stated with this two-year program, the students will complete approximately 1,920 hours of clinical experience in the hospital. She stated not only is CVCC’s program accredited by SACSCOC but also the Joint Review Committee on Education in Radiologic Technology (JRCERT) which requires 11 additional requirements. Ms. Cunningham stated not all of the VCCS community colleges require this second accreditation but CVCC has chosen to do so.
Ms. Cunningham stated over the past five years, CVCC’s Radiography Program has a 98.48% ARRT Certification Examination passage rate for first time attempts. She reported on the past two years:
·       In 2015, 10 of 10 students or 100% passed on their first attempt
·       In 2014, 16 of 16 students or 100% passed on their first attempt.
She also reported that in the last five years, CVCC students have had a 98% job placement in a twelve-month timeframe.
Ms. Cunningham stated the Radiologic Technology program is a difficult program with a high-ranking selection process beginning with the referral process from CVCC’s counseling department. Ms. Cunningham stated the next step is an interview with herself and a tour and interview with Ms. Priscilla Liggon at the hospital. Afterwards, applications and transcripts are reviewed by their faculty. This is followed by a math and reading test, and then the scores are ranked accordingly. Ms. Cunningham stated the top 15 students are selected to enter the program. (Last year, there were 40 applicants.) She stated the ranking process included the students’ overall grade point average (GPA), math and science GPA, their interaction with staff, and their grammar, spelling, and handwriting are closely reviewed on ten essay questions. Ms. Cunningham stated a rubric is used in the final ranking process. She stated she meets with those students not selected to let them know what improvements are needed and encourages them to reapply.  
Dr. Troxel questioned the difference between a limited tech and the CVCC students. Ms. Cunningham stated a limited tech is only licensed to x-ray a certain body part and cannot work in the hospital. She stated CVCC students can x-ray any part.
Ms. Cunningham referred to the curriculum requirements that was listed in the handouts and stated the curriculum is constantly being reviewed for improvement.
Ms. Cunningham stated the students x-ray phantoms and skeletons and perform lots of experiments. She reported two years ago, CVCC purchased new computer radiography equipment, and stated a dark room is still available for developing the x-rays.
Ms. Cunningham reported an Open House from 4-7 p.m. on February 2. (Ms. Sykes will email Board members the information flyer.)
Mr. Witt thanked Ms. Cunningham for her presentation.

INTRODUCTION OF NEW MEMBER

Introduction of
Mr. Winfred Nash

Mr. Witt introduced Mr. Winfred Nash as the newest member of the CVCC Local Board representing Appomattox County.
Mr. Nash earned his bachelor’s degree in Electrical Engineering Technology from Old Dominion University and a Master’s in Business Administration from Duke’s Fuqua Business School. He also attended the Advanced Executive Management training at Northeastern University.
Mr. Nash began his professional career in 1966 with the Nuclear Operations Division of BWXT in Lynchburg as an inspector in the Ultrasonic Inspection area of Quality Control. As his career advanced, he was promoted to foreman and later, supervisor. Mr. Nash went on to hold senior management positions at the Lynchburg facility which included Manager of Program Management, Quality Control, and Operations. He also served as the Vice President and General Manager of the Lynchburg facility. In July of 2006, Mr. Nash was named President of BWXT Nuclear Operations Division when the three companies owned and operated facilities in Virginia, Ohio, and Indiana consolidated operations.
Mr. Nash was active in both his community and professional associations. During his career, he served or participated in the U. S. Navy League and the U.S. Naval Submarine League, Region 2000-Advanced Manufacturing Technology Association, Appomattox County School Board, Junior Achievement of Central Virginia, Appomattox Industrial Development Authority, Airplane Owner’s Pilot Association, the Lynchburg American Red Cross, and a member of the CVCC Foundation Board for 15 years.
Mr. Nash retired in March of 2011 but keeps active in the community as a board of trustee member for the Patrick Henry Boys and Girls Home, Chairman of the Board for the Lynchburg Region Airshow, Inc. which will sponsor the Blue Angel Air Show in May of 2016, member of the National Air Force Museum, Dayton Ohio, and a member of the United Way of Lynchburg.
Mr. Nash is also a private pilot and the proud owner of a Piper Saratoga. He and his wife, Pat, reside in Appomattox and are parents to Wendy and Will.
Mr. Witt welcomed him to the Board.

CURRICULUM COMMITTEE

 
Associate of Applied Science in Health Information Management-Specializations:  Medical Coding and Compliance/Medical Scribe
On a motion by the Curriculum Committee duly seconded, the Associate of Applied Science in Health Information Management-Specializations: Medical Coding and Compliance/Medical Scribe was approved as new Associate of Applied Science degrees.
The motion carried unanimously.
 
Associate of Applied Science in Fire Science Technology
On a motion by the Curriculum Committee duly seconded, the Associate of Applied Science in Fire Science Technology was approved as a new Associate of Applied Science degree.
The motion carried unanimously.
 
Biotechnology
On a motion by the Curriculum Committee duly seconded, Biotechnology was approved as a new Career Studies certificate.
The motion carried unanimously.
FACILITIES AND FINANCE COMMITTEE
 
Local Fund Financial Statements
The Local Fund Quarterly Financial Report and Financial Statements were reviewed. On a motion by the Facilities and Finance Committee, the Local Fund Quarterly Financial Report and Financial Statements were tabled at this time and will be reviewed at the April Board meeting.
 
PRESIDENT’S CABINET REPORT

Dr. Muriel Mickles

Dr. Mickles began her report by discussing CVCC’s Open Educational Resource project (OER-classes that require no or low-cost books). She reported in fall 2015, there were 12 OER classes offered, and this spring 7 additional classes are being offered. She stated the goal is to offer the General Studies and Business Administration programs as complete OER degrees. Dr. Mickles stated at the end of this semester, the General Studies program will need only six more OER classes, and Business Administration will need only nine more. She stated Dr. Juville Dario-Becker, a professor here at CVCC, is the person that spearheaded this project, and she and her team have done a great job.  (Mr. Lightfoot stated the goal is to have a new designation on the class schedule for these courses.)
Dr. Mickles also reported that Ms. Jill Markwood has produced CVCC’s new 2016-2018 catalog, and it has already been sent to the printers.  
Dr. Mickles stated a CVCC team will be applying for acceptance in a financial aid experiment through the Department of Education. She stated, at this time, dual enrollment students cannot apply for financial aid as they are not high school graduates (which is a requirement to receive financial aid). Dr. Mickles stated if accepted into the experiment, CVCC will be able to offer financial aid to those low income students who are in eligible programs such as General Studies, Early College, or STEM.  She stated acceptance into this experiment is highly competitive but she remains hopeful for CVCC.
Dr. Mickles stated CVCC is in the process of creating a developmental math lab to encourage and support more success in the math courses.  
Dr. Mickles discussed new hires and stated the process for hiring the following positions has begun: Dean of Student Success, Coordinator of Financial Aid, and a full-time Great Expectation Coach. She stated a job information and career advisor has recently been hired to help students who are entering the job market.
Dr. Mickles stated Academic and Student Affairs have been working with the new marketing director to market registration for classes.

Mr. John Poole

Dr. Capps reported that Mr. Poole retired at the end of December 2015, and the process has begun to fill his position of the Vice President of Finance and Administration. He stated until the position is filled, Mr. Bradford and Mr. Sandidge will share the responsibilities.

Dr. Ruth Hendrick

Dr. Hendrick began by stating Ms. Elizabeth Narehood has been hired to temporarily fulfill the position of the Workforce Solutions and Community Education Coordinator.  
Dr. Hendrick stated she would like to read parts of the Chancellor’s speech concerning the significant strategic change in Workforce that is anticipated in the VCCS. The Chancellor recently spoke of the urgent challenge facing Virginia particularly in economic competitiveness. She stated in Virginia, there is a shortage of industry recognized credentials and post-secondary certifications in the short-term training programs. The shortage of these credentials is costing Virginia real money right now.
Dr. Hendrick continued by stating the company Burning Glass produced a report indicating there were more than 175,000 job vacancies last year in Virginia in what’s called “middle skill” occupations. The jobs paid more than $28 an hour, or more than $58,000 dollars a year. Those jobs each sat vacant for a period of time because there was no one to fill them. She stated that means Virginia businesses lost more than 36 million hours of productivity, Virginia families lost more than $1 billion in wages, and the state lost more than $54 million in tax revenue.
Dr. Hendrick continued by quoting the Chancellor who stated over the next decade as many as two-thirds of the 1.5 million jobs that must be filled in Virginia will require more than a high school diploma but less than a bachelor’s degree. She stated the jobs will require a community college associate degree, certificate, or a nationally recognized certification.
Dr. Hendrick stated last year the Chancellor held 22 community college town hall meetings and talked about the 1-2-7 phenomenon which is:
·       For every “one” job a business hires that demands a postgraduate degree. Think senior engineer, medical doctor, or lead software designer
·       The business has to hire “two” people with baccalaureate degrees that provide support to that one person. Think human resources, accounting, or public relations
·       And their work must be supported by “seven” frontline technicians with associate degrees or postsecondary certifications to make the business successful. Think machinists, welders, electricians, project managers, lab technicians
Dr. Hendrick stated economic developers say those “sevens” are more important to deal-making than any other physical infrastructure or tax policy. She stated when companies move or grow, they want to make sure they can get the employees in that region to support their businesses. If not, they will go elsewhere.
Dr. Hendrick stated today, 19 other states (not Virginia) are funding the community college training programs that lead to industry-recognized certifications at the non-credit level. She stated she discovered that North Carolina is investing more than $92 million a year on their non-credit programs (short-term certifications). She stated in North Carolina, 120-200 hour instructional programs cost the individual participant a maximum of $198, and the short-term programs cost even less. She stated at CVCC, a similar non-credit, rapid-train program would cost the student over $3,000 because all costs have to be covered and passed on to the students. She stated there is no income from the state to cover the costs. (Credit programs are funded through the FTE formula but non-credit has no formula for funding.)
Dr. Hendrick reported the Chancellor and the VCCS have developed a plan to present this spring to the General Assembly to provide funding for non-credit credentials. She stated the plans calls for investing $25 million over the next two years to aid community colleges in delivering over 10,000 non-credit credentials to meet business demands across the state. The focus is on three priorities: building capacity to make sure staff, equipment, and space is available, credential completion, and making the training more affordable for the students.
Dr. Hendrick stated CVCC is very excited about this proposal as Workforce has always been aware of the good jobs available through short-term training but for those who need it the most, paying is the barrier.
Dr. Hendrick stated there are a number of competing proposals being presented to the General Assembly and until a decision is made, Workforce is at a lost as to what to plan after July 1. (Dr. Capps will email the entire Chancellor’s speech that Dr. Hendrick quoted from to the Board.)

Mr. Michael Bradford

Mr. Bradford reported on Finance and Administration and stated the College is moving forward to fill Mr. Poole’s position. He stated in the meantime, the College has a good Accounting Department who continue to get the job done. Mr. Bradford stated Januarys are busy months with the end of the calendar year, end of a quarter, starting of a new semester, students paying for classes, and the capstone is a new accounting system being installed on February 1 which required lots of training.
Mr. Bradford reported on Institutional Advancement’s scholarship portion and stated $700,000 was awarded in fall and what was not used, was re-awarded for spring semester (about $65,000). Mr. Bradford also had a positive report on contributions.
Mr. Bradford reported on marketing and stated it has been involved in enrollment marketing and media work. He stated new TV and radio commercials were created and information placed on various social media.  

Mr. David Lightfoot

Mr. Lightfoot began his report by stating things continue to be exciting in IT. He stated some of the new applications his department were supporting was the Workforce Enterprise System (WES) and the energy management system.
Mr. Lightfoot reported this past fall, CVCC went live with the Workforce Enterprise System and the IT Department continues to work with Workforce and Accounting as challenges arise. He stated WES requires daily IT operational support. He also reported IT is working with Facilities Management to upgrade or replace the current Honeywell Energy Management system.  Like WES, supporting the energy management system is a new role for IT.
Mr. Lightfoot reported the College is in the middle of the first of the four phases of the web redesign—Discovery Phase/Site Information Architecture with the estimated “go live” date for the new website being August 26, 2016.
Mr. Lightfoot reported that last summer he mentioned the College was planning to change classroom projection systems from analog to digital (HDMI). He stated during the preliminary planning, it was realized this needed to include all the instructional technology in the classroom.  He stated the faculty were surveyed to gain an understanding of what classroom technology is currently being used and what new technology the faculty would like. He stated the results of the survey are being reviewed at this time. Mr. Lightfoot stated the College is looking forward to a new classroom design that will enhance the classroom teaching and learning environment and plans are for the new design to be implemented beginning next fiscal year as the classroom technology systems on the five-year replacement cycle are updated.

Ms. Kris Ogden

Ms. Ogden reported this is a busy time for Institutional Effectiveness for reporting data. She stated the College is required to submit disclosures for gainful employment programs by January 31. Ms. Ogden also reported data must be submitted to Integrated Postsecondary Education Data System (IPEDS) which is generated in response to outcome measures of transfer rates, graduation rates, and transfer to other institutions without graduating.
Ms. Ogden also reported her department has been busy supporting new programs such as the ones that were approved at this meeting by administering surveys to employers and potential students in order to justify a need for these programs.
Ms. Ogden stated she is a part of the student success leadership that is being hosted by the VCCS which allows various faculty and staff to talk about how to support the strategies of the Complete 2021.
Ms. Ogden reported Dr. Capps has been elected as a member of the SACSCOC Board of Trustees.

Chief Russell Dove

Chief Dove reported the Law Enforcement Officer/Emergency Management Coordinator position has been filled and is slated to begin on Monday, January 25. He stated this will allow him to give more time to provide more informational programs to the Campus.

Mr. Will Sandidge

Mr. Sandidge stated CVCC was recognized as a Great College to Work For last year and ad hoc committees were created along with the existing governance committees to be tasked with reviewing the responses of the survey categories. He stated these committees will make presentations on the recommendations on February 2, 2016, to the College Governance Committee and the entire college community for improvements to make CVCC even a better college. (Mr. Sandidge encouraged all Board members to attend.) He stated all recommendations will be placed on Communication Central with the final step to implement as many recommendations as possible.
Mr. Sandidge reported he and Dr. Capps attended a cybersecurity conference where the governor recommended all community colleges offer a program on this subject. Mr. Sandidge stated that CVCC has plans to create and implement a cybersecurity career studies certificate by fall 2016. Mr. Sandidge stated he will be meeting with Ms. Margaret Leary from Northern Virginia Community College next week on the courses needed.
Mr. Sandidge stated he made a presentation on CVCC’s Energy Technology Program to the Virginia Energy Workforce Consortium in Glen Allen, VA. He stated this program was approved at the Board meeting in October 2015.

Dr. John Capps

Dr. Capps stated after listening to all the reports today, it is evident there are lots of initiatives here at CVCC that will move the College forward and to help students succeed.
Dr. Capps stated the College is half-way through the fiscal year, and he was pleased almost all of the goals are making timely progress. He stated this time, these goals are somewhat different in nature as most are formative goals and are designed to be carried out in several years.
Dr. Capps reported on several of the highlights of the governor’s budget and stated $5.3 million in additional funding has been earmarked for student success initiatives which aligns with the Complete 2021 goal of tripling the number of credentials awarded. He reported there was also an additional $3.9 million for financial aid which brings the total to $24.2 million for the VCCS. Dr. Capps also reported a 2% salary increase for state employees in July 2017 is in the proposed budget.
Dr. Capps stated probably the best news for CVCC was for Amherst and Campbell Halls’ renovations to be included in the governor’s proposed budget. He stated money for detailed planning has been proposed; however, the renovations still require approval. He stated all of this depends on the General Assembly approving the proposed budget.
Dr. Capps stated the motive behind the Great Colleges to Work For survey is to make the College an even better place to work. He encouraged attending the February 2, 2016, college-wide town hall meeting to hear the recommendations and proposals. He stated he is not sure if all the suggestions will be possible which makes this meeting risky. But even riskier, is to pretend no improvements are necessary.
Dr. Capps thanked everyone for their time and as always, their support.

Mr. Witt stated he really enjoyed the interaction here tonight and the reports from the staff. He requested that all Board members think about how they can further support CVCC to make it even better than it is.
